District Accountability Report
School Year 2006-2007
No Child Left Behind (NCLB) is a very important piece of federal legislation which is comprised of school and student goals and performance indicators. The purpose of these performance indicators is to ensure that all students reach Proficiency or better in Reading/Language Arts and Math by the 2013-2014 academic year. In adherence to the above stated requirements of NCLB, the state of Oklahoma and the Yukon School District is requiring that all students perform at the Satisfactory or Advanced level in Reading/Language Arts and Math by the 2013-2014 school year.
Oklahoma, Yukon, and the API:
The State of Oklahoma has established the Academic Performance Index (API) as a means of measuring individual school and school district progress towards increased academic achievement for students. The API measures school and district performance and progress in the following areas:
- Student scores on state-mandated Reading/Language Arts tests beginning in grade three Student scores on state-mandated Mathematics tests beginning in grade three
- The percentage of students who take the above listed tests
- At elementary schools, the attendance rate; at high schools, the graduation rate
Yukon’s district API score for the 2006-2007 school year was 1367 out of a possible 1500. In comparison, the state of Oklahoma API score was 1252. No Child Left Behind Requirements and AYP:
The federal law, No Child Left Behind, requires that schools make progress in improving student achievement; this mandated progress is called Adequate Yearly Progress (AYP). The API scores mentioned above are used as the measurement to determine the progress of student achievement (AYP) for each subgroup of students.
To achieve yearly AYP, the school site as a whole and each of the eleven subgroups of students must meet progress targets yearly for math achievement, reading/language arts achievement, a participation rate in testing of at least ninety-five percent, and student attendance rates or graduation rates. These same expectations apply to the district.
District AYP Performance and Accountability Data:
The Yukon School District did achieve our goal of making Adequate Yearly Progress for the 2006-2007 school year. Thus, based on the accountability data required by the No Child Left Behind act, Yukon was not categorized as a “District in Need of Improvement”. Also, none of the individual school sites in Yukon were identified as “School Improvement” schools.
Additionally, the district’s Accountability Data indicated that there were zero percent of the Yukon staff with Emergency Certificates and that ninety-eight point nine percent of the classes were taught by teachers considered as “Highly Qualified” by federal law.
Under the NCLB law, Adequate Yearly Progress is an “all or nothing” process; either you make Adequate Yearly Progress in all areas for all eleven subgroups or you are cited as not having made AYP as a district even though you may indeed have made Adequate Yearly Progress in ten of the eleven required subgroups. Another way to state the above requirement is that you either “make an A or an F” on your yearly test (known as the District AYP Performance).
Thus, it is not unusual for a school district to make strong improvement in many areas but still not make the required Adequate Yearly Progress as required by law. As noted above, missing AYP in one subgroup can cause a district to fail in meeting its’ AYP requirement. Finally, as the school years progress, the AYP requirements become increasingly rigid; this will result in more districts having difficulty making AYP for all subgroups.
