NCLB Accountability

Federal regulations under No Child Left Behind (NCLB) required all states to develop a school accountability system that determines adequate yearly progress (AYP) for all schools and districts.  Oklahoma uses components of the state-mandated Academic Performance Index (API) to measure AYP, focusing primarily on the academic achievement of students in mathematics and reading, but also includes other educational measures.  Statewide performance benchmarks have been set for each indicator to determine whether a school or district meets AYP, which can result in rewards or sanctions.  The following benchmarks must be met in order for a school or district to make AYP

AYP Benchmarks for 2009 - 2010

Mathematics API...............................1074
Reading API......................................1060
Percent of Students Tested.................95%
Attendance Rate API..........................618  (applicable to Elementary, Middle , and Junior High Schools only)
Graduation Rate API..........................842  (applicable to High Schools and Districts only)

State and Federal Requirements
AS
Pursuant to Oklahoma law, the Academic Performance Index (API) is a numeric index used to measure the performance of schools and districts. The API numeric index or score ranges from 0 to 1500. Yukon Public School District received a Total API score of 1252 for school year 2009-2010. The State received a Total API score of 1092.  The Total API score reflects a school's or district's performance level, based on three components encompassing seven indicators reflective of educational success.  Weights are assigned to the API formula based on site, grade span, and district type for each of the components.  The components are:

  • Oklahoma School Testing Program (OSTP):
    • Utilize reading and mathematics results from the state mandated tests administered in grades three through eight and end-of-instruction tests for ACE English II and ACE Algebra I
  • Academic Excellence:
    • Utilizes ACT scores and participation, Advanced Placement (AP) credit, and college remediation rates in reading and mathematics *
  • School Completion:
    • Includes attendance, dropout, and graduation rates *

*Dropout and graduation rates, as well as all indicators within the Academic Excellence component are
used only in high school (Grades 9-12) and PK-12 district accountability.
